Netzwerk zur Evaluation politischer Maßnahmen mit Bezug auf gesundheitsbezogene Verhaltensweisen in Europa

Beschreibung

Nicht übertragbare Krankheiten (NCDs) sind die Hauptursache für die weltweite Sterblichkeit und sind jährlich für 41 Millionen Todesfälle verantwortlich. Erfolgreiche politische Maßnahmen zur Bekämpfung von ungesunder Ernährung und Bewegungsmangel haben das Potenzial, die Gesundheit und das Wohlbefinden einer ganzen Bevölkerung zu beeinflussen. Politische Regulierungen erfordern die Initiierung, Koordinierung und Implementierung von Maßnahmen, um der europäischen Bevölkerung zu helfen, gesündere Entscheidungen zu treffen, sich mehr zu bewegen und ausgewogener zu ernähren.

Im Rahmen der Joint Programming Initiative on a Healthy Diet for a Healthy Life (JPI HDHL, www.healthydietforhealthylife.eu) haben 28 Forschungsinstitute aus sieben europäischen Ländern und Neuseeland ihre Expertise im Policy Evaluation Network (PEN) gebündelt. Ziel war, Europa mit Instrumenten auszustatten, um Regulierungen und Maßnahmen zu identifizieren und zu bewerten, die darauf abzielen, direkt oder indirekt körperliche Inaktivität, ungesunde Ernährung und sitzendes Verhalten zu reduzieren und gleichzeitig bestehende gesundheitliche Ungleichheiten zu berücksichtigen.

Das PEN-Projekt endete im Juli 2022 nach einer 6-monatigen Verlängerung. Durch eine Reihe von Aktivitäten, Netzwerktreffen und Präsentationen auf (inter)nationalen Konferenzen und Workshops mit politischen Entscheidungsträgern hat PEN seine Ziele erreicht und sogar übertroffen. PEN hat den ersten EU Food Environment Policy Index (Food-EPI) für Europa und den ersten Physical Activity Environment Policy Index (PA-EPI) veröffentlicht. PEN hat eine Reihe von Modulen für ausgewählte Instrumente für die mehrstufige Politik- und Wirkungsbewertung („SIMPLE“ - Selected Instruments for Multilevel PoLicy and impact Evaluation) für körperliche Aktivität und Ernährung entwickelt sowie eine von Experten geleitete methodische Kompetenzplattform geschaffen, um den Datenharmonisierungsprozess in ganz Europa langfristig zu leiten und zu etablieren. PEN-Wissenschaftler:innen haben Simulationsmodelle erstellt, mehrere Forschungsdesigns angewendet und innovative Online-Forschungsmethoden verwendet – trotz COVID-19-Einschränkungen – um mehr als 50 Peer-Review-Veröffentlichungen zu erstellen. Dazu gehören Meta-, systematische und narrative Reviews, die die aktuellen Erkenntnisse zu politischen Determinanten, Rahmenbedingungen, Instrumenten und Forschungsmethoden vorantreiben sowie synthetisieren und konsolidieren. PEN hat unser Verständnis von nicht beabsichtigten Auswirkungen politischer Interventionen auf Personen mit niedrigem Einkommen erweitert. Als Teil der Aktivitäten des PEN-Early Career Networks wurden Praxisanleitungen und Änderungen innerhalb von JPI-Programmen zur Unterstützung von Nachwuchswissenschaftler:innen gefördert.

In Kollaboration mit den H2020-Projekten CO-CREATE und STOP und der Joint Action Best-ReMaP hat PEN das Policy Symposium zur Prävention von nicht übertragbaren Krankheiten in Brüssel organisiert (Juni 2022). Die Veranstaltung gipfelte in einem Aufruf zum Handeln, in dem die wichtigsten Prioritäten für Politik, Forschung und Finanzierung zur Adipositasprävention festgelegt wurden:

Zusammenfassend läßt sich sagen, dass PEN einen umfangreichen Fahrplan zur Verbesserung der Politik zu Gesundheitsförderungs- und Präventionsmaßnahmen für nicht übertragbare Krankheiten, einschließlich Adipositas, vorgelegt hat.
